The Business Financial Professional will assist with the validation/completion of Unliquidated Obligations (ULOs) and will assist the Government Business Contract Management Offices with conducting End of Year activities and the completion of teh Actual data calls. They will enter requisitions into the Maryland customers financial management system that include all necessary information and docmentation such as PSC#, PAR, SPAT, BER#, Acq Sec#, etc. In the financial management system, preparation of non-complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) and their associated requisitions. Responsible for processing incoming MIPRs and EASs using standard BM&A process to ensure Agency acceptance. This position requires that the hired professional will create and maintain spend plans in the Agency’s financial management system to document Government-specified requirements and modify requisitions and associated documentation to comply with Contracting’s guidance to assist in the obligation of funds. This individual will assist Government Program Managers (GPMs) in tracking requirements through execution by tracking and monitoring requisitions through the approval and certification process and to the subsequent destination (contracting database or receiving entity. This position is responsible for pulling financial reports/data from systems such as FACTS, SMIS, EDSS, and CDW. The hired professional will utizile established agency acquisition and financial management policies, procedures, regulations and tools.

In addition to the above requirements, the Senior roles will also require the hired individuals to assist the Government in monitoring of proper financial code usages, responding to internal and external financial data inquiries, monitoring expenses against budgets, the coordination, entry, and finalization of basis of estimate data to include current year updates, and provide financial status reports to Government Program and Business Management Offices recommending specific funding sources, identifying funding shortfalls, and identifying excess obligated funding in comparison to burn rates. They will prepare financial briefing materials for financial reviews, provide data for estimating activities, assit in the creation of budget or financial planning for an organization, organizational unit, program, or expenditure/cost center to identify variances, schedule financial reviews, assist in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management. The hired professional will compile and report on programs and budgets; prepare presentations and other material to support programming and budgeting processes, and basis of estimates, prepare budgets for submission to the ODNI, OSD, and Congress. This individual will prepare tasking requests, point papers, briefing charts, spreadsheets, memos, etc. within prescribed timelines for review. Additionally, the senior professional will assist in developing and maintaining funding profiles for projects and contracts, assist Government with strategic business planning, and analyze financial data and transactions for appropriate use.

  • Undergraduate degree with a business focus or two years’ experience is required for the junior position. Senior positions require a Bachelor’s Degree with a business focus.
  • Four years of DoD, IC, or six years of combined DoD, IC, and commercial experience in purchasing or finance required for the junior position. Senior positions require twelve years experience. Program Management Professional (PMP), Certified Defense Financial Manager (CDFM), or DAWIA Level 1 in Business/Financial Management combined with experience can be substituted for the Bachelor’s degree.
  • Proficiency using the Maryland customers financial managemet system and its interfaces including FACTS, CMIS, and CDW, experience is preferred. Senior positions also require proficiency with PowerPoint to include importing Excel data to presentations.
  • Proficiency with Microsoft Excel to include creating formulas and pivot tables is required. Senior positions also require expeience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance is required. Experience in budget planning, budget preparation and budget execution for acquisition programs is required.
